Fixation of pay of staff whose service records have not yet been received from Pakistan, under the Control Civil Services (Revision of Pay) Rules, 1947

 OFFICE MEMORANDUM

Subject :-  Fixation of pay of staff whose service records have not yet been received from Pakistan, under the Control Civil Services (Revision of Pay) Rules, 1947.

 It has been brought to the notice of the Government of India that difficulty is being experienced regarding the fixation of pay under the Central Civil Services (Revision of Pay) Rules, 1947 in respect of those Central Government servants who were, prior to partition, working in areas now under Pakistan and whose service records have not yet been received from the Government of Pakistan. To mitigate the hardship caused to the staff concerned on this account, it has been decided that the pay in such cases should be fixed provisionally on the basis of declarations given by the government servant himself duly supported by collateral evidence. It must be made clear to the government servant that overpayments, if any, made to him on the basis of his declaration will be recovered in full when the records become available and that any wilful misstatement or suppression of information leading to overpayments on a large scale will be treated as misconduct and render him liable to discharge from service.
