The General Managers,

Sir,

Sub:- Revision of designations of Group ‘C’ staff working in Stores Deptt.
Ref:- Your letter no. III/URMU/Pt.II dated 04-06-2014.
———

Please connect para 4 of your letter ibid on the above subject. The issue of revision of designations of Depot Material Superintendents as JE/SSE has been examined in detail and not found feasible for acceptance due to the following reasons:-

(i) The entry at Depot Material Superintendent level (PB-2, GP Rs. 4200) is predominantly (2/3rd) through Clerical staff by promotion and only 1/3rd through diploma holders by direct recruitment whereas in Engineering Departments direct recruitment of diploma holders in Grade Pay Rs. 4200 is 50% to 100%.

(ii) The job performed by DMSs is predominantly Ministerial in nature dealing with proper accountal of stores. Therefore, designating DMSs as JE/SSE, will not be appropriate even on the basis of the nature of their duties & responsibilities.

(iii) Even at Gazetted level, the designations in Stores Department at Assistant Officers level and above are as Assistant Material Manager (AMM), Dy.Chief Material Manager (Dy.CMM) etc. and not under the nomenclature of Engineers as in other technical departments viz. Civil Engineering, Mechanical etc.

Yours faithfully,

for Secretary, Railway Board
