OFFICE MEMORANDUM
Subject: Stepping up of pay of Senior Direct Recruit Assistants of CSS/Pas of CSSS with that of UDCs/Steno Grade D promoted as Assistants/PAs after 1.1.2006.
The undersigned is directed to refer to this Department’s OM of even number dated 22nd December 2010 regarding stepping up of pay of Senior Assistants of CSS/PAs of CSSS promoted prior to 1.1.2006 and drawing less pay than Assistants of CSS/PAs of CSSS promoted after 1.1.2006.
2. The matter regarding Stepping up of pay of Senior Direct Recruit Assistants/PAs with that of UDCs/Steno Grade D promoted as Assistants/PAs after 1.1.2006 was examined in this Division in consultation with Establishment (Pay) and Department of Expenditure. The stepping up of Senior Direct Recruit Assistants/PAs of CSS/CSSS respectively appointed prior to 1.1.2006 and drawing less pay than Assistants/PAs of CSS/CSSS promoted after 1.1.2006 is agreed to subject to the Senior DR Assistants/PAs continuously drawing more pay than junior promoted Assistants/PAs in the pre-revised pay scale.
3. All Ministries/Departments may regulate stepping up of pay of Senior DR Assistants of CSS/PAs of CSSS accordingly.
4. This issues with the approval of Department of Expenditure vide their U.O.No. 18/11/2010-Legal dated 28.2.2011.

Sir,
I have been appointed as SI/Steno in 04 Sept 1993 in the pay scaLe starting from 1400. In Vth pay commision my pay scale starting from Rs.5500. I earned ACP on Sept 2005 (after 12 years of Service).
But my junior appointed in the year 1995 as stenographers (same cadre) earned their ACP in the year 2007 (after 12 years) i.e before implementation of MACP. After getting their ACP they are drawing more pay than the seniors. It is becuase of that they get 3% increment on their pay while fixing their pay on their ACP while seniors in 2005 get only Rs. 175 as increment.
That sir, through out my service, juniors will get more pay and seniors get only less pay. This is demoralising factor. That I have not punished in my entire service nor there is any break in service and I earned ACP in time.
That sir, this may be looked into and shall be grateful if necessary order is issued from your good office to avoid this anomany in pay fixation.

After getting the ACP inspite of being much junior to me she is getting higher pay than the seniors as her pay has been fixed with minimum fitment in the scle of Rs. 7450.
My request for stepping up of may has not been accepted as stepping up is applicable only on promotion +or direct recruitment.
Sir, this may kindly be looked into and this anomaly may kindly be removed by allowing stepping up to seniors in ACP cases also.

the fool to the employees:

Sir,
My case also falls in the same category. I am 1992 batch steno Gr. D and got my first ACP in July 2005 (in Rs.5500/- scale). Later on, this Rs.5500/- scale converted into Rs.6500 on 15.09.2006 and after 6th CPC report granted Rs.4200/- GP alongwith this 6500/- scale. But in our Department of Telecom, neither 4600 GP nor pre-revised scale of pay of Rs.7450 has been given in spite of Department of Expenditure’s initial order dated 16.09.2009 in which it is writted that the posts earlier who were in the scale of Rs.5000, Rs.5500 and Rs.6500 are being given 4600 GP in the pre-revised pay structure of Rs.7450/-. Though it is evident that each and every ACP granted person is getting GP 4600 with pre-revised 7450/- scale (who is falling in 01.01.2006 to 30.08.2008 bracket). Great injustice to persons like us. DOPT is well aware of this fact but did nothing so far to remove this too big anomaly and also attracting litigation because juniors are getting higher pay with progressive rate.
Sir, it is my humble request to both DOPT as well as D/o Expenditure to kindly arrive at a decision of stepping up in ACP cases like these otherwise it will completely hamper the ruling of stepping up of pay and juniors would always get more and more pay with progressive rate.
