OFFICE MEMORANDUM
Subject: Stepping up of pay of senior Assistants/ PAs of CSS/CSSS promoted prior to 01.01.2006 & Drawing less pay than assistants/PAs of CSS/CSSS promoted after 01.01.2006.
A large number of references were received from various Ministries/Departments and service Associations regarding stepping up of pay of senior Assistants/PAs Central Secretariat Service (CSS)/Central Secretariat Stenographers’ Service (CSSS) promoted prior to 01.01.2006 and drawing less pay than Assistants/PAs of CSS/CSSS promoted after 01.01.2006.
2. The matter has been examined in consultation with Ministry of Finance. The Department of Expenditure vide UO No. 10/1/2009-IC dated 14.12.2009 (copy enclosed) had issued a clarification regarding manner in which pay of Assistants/PAs would be fixed consequent upon grant of revised pay structure of Grade Pay of Rs. 4600 in the pay band PB-2 to them on the basis of OM dated 16.11.2009.
3. In this context, it is clarified that benefit of stepping up of pay as per Note 10 under Rule 7 of CCS(RP) Rules 2008 would be admissible to senior Assistants/PAs of CSS/CSSS promoted prior to 01.01.2006 and drawing less pay than Assistants/PAs of CSS/CSSS promoted after 01.01.2006.
4. All Ministries/Departments may regulate stepping up cases of Assistants/PAs of CSS/CSSS accordingly.

Sir,
I was allowed 1st ACP in the pre-revised scale of Rs. 6500-200-10500 w.e.f. 4/6/2003 on completion of 12 years after qualifying in the open competitive exam held in 1990 and taking over charge in the PA rank. Now 20 years of regular service is going to be completed on 3/6/11. I’m expecting 2nd ACP under MACP Scheme in JUNE, 2011. Whether I’m eligible for stepping up of pay as Senior PA, as defined in DoPT’s order dated Dec. 22, 2010, Kindly remove such type of anxieties by explaining clearly and mailing it to me at the earliest.

Sir,
I was appointed as Steno Grade D in Rs.4000-100-6000/- on the basis of open exam held by SSC. My select list year was 1996. Thereafter, i qualified deptt. exam Steno Gr.C for SL-2003 and joined as Steno C on 8.9.2004. My pay was fixed at Rs.5500/- in the scale 5500-175-9000/-. Afterwards pay scale change w.e.f. 15.9.2006 as 6500-200-10500/- so as on 15.9.2006 my pay was fixed at Rs.6500/-. I have opted for pay fixation in 6th CPC w.e.f. 15.9.2006.
One person who was appointed as Steno D in the year 1994 on the basis of SSC open exam SL-94 in 4000-100-6000 was promoted as Steno C on the basis of SL-2005 and joined on 13.12.2006 as Steno C. his pay was fixed according to 7450/- (in 6th CPC RS.13860/- + 4600/- Gr. Pay). Can my pay stepped up with this junior.Kindly clarify please.

I am M. K. Majumdar working as Assiastant in M/o L & E. I got ACP on 2-1-2008 in Rs. 6500 – 10500/- in gp 4600/-.
I join service as LDC in 2-1-1984 and got got propmotion in may 1995. my problem is that my department is not able to understand my case for fixation of my pay in stepping up of Assistant pay band and GP in 7450-11500 GP 4600/-.
let me know whether I am eligible for stepping up of Asstt. or not.

I have joined Central Excise as Inspector on 17.11.2005. My Basic Pay fixed on 01.01.2006 as 12090 + 4600. What it really would as on 01.01.2006. Please clarify sir.
