Subject. : CCS (LTC) Rules, 1988 – Relaxation for travel by air to visit J&K
The undersigned is directed to say that in relaxation of CCS(LTC) Rules. 1988, it has been decided by the Government to permit Government employees to travel by air to J&K as per the following scheme:-
(i) All officers/employees of Government of India will be allowed to avail LTC to visit J&K against conversion of one block of their Home Town LTC.
(ii) Officers/employees of Government of India entitled to travel by air can avail this LTC in their entitled class.
(iii) All other employees of Government of India can travel by air in economy class from Delhi and Amritsar to any place in J&K by any airlines subject to their entitlement being limited to LTC-80 fares of Air India. Journey from their place of posting up to Delhi/Amritsar will have to be undertaken as per their entitlement.
(iv) Restriction of air travel only by Air India on LTC to other places shall continue to remain in force.
(v) This scheme shall be effective from the date of issuance.
2. These orders shall be in operation for a period of two years from the date of issue of this O.M.
3. In their application to the staff serving in the indian audit and Accounts Department, these orders issue on consultation with comptroller and Auditor General of India.

I have already availded LTC (any where India) for the current block year 2010-2013. Now I want to avail Home Town to visit J&K against conversion of one block of their Home Town LTC in the year 2010 (Block year 2006-2009 extended upto December 2010). Can I avail this in the year 2010. Its not clear in our Office.

Sir,
I am a employee of BSNL. I availed NER LTC Block year 2006-2009 (Extended upt December 2010). Kindly inform me whether I am entitled or not to get Taxi charges which is authorised from Sikkim Tourism Department from Bagdogra to Gangtok & Gangtok to Yumthong for both way. Please confirm me along with LTC Rule-1988.

Clarification of admissibility of my All India LTC
By conversion of my home town LTC to J&K for the block year 2010-2011
Sir,
As per DOPT order No- 31011/2/2003-Estt (A-IV) dated the 18th June 2010, point No (i) All officers / employees of Government of India will be allowed to avail LTC to visit J&K against conversion of one block their Home Town LTC.
It is also added as per DOPT O.M. No-31011/4/2007-Estt (A), dated- 14/05/2008 point no 5 it is noted that Govt Employees whose head quarters & home town being same are not entitled for home town LTC with the conversation of home town LTC.
Now my home town address has already being given to my department as follows which is not under the purview of CMC & Pin No is also different as my working place at head quarter is situated at Kolkata-16.
The Home town address is given bellow-

Now Sir it will be highly appreciated if you kindly let me know that whether I am admissible for claiming of Home Town LTC as I have already purchased the Railway ticket & Air ticket for performing of my journey, and I have also already applied for the same to my department being DY No- 124/11 dated 06th July 2011. Which they are denying for admissibility. Please towards waiting admissibility of my claiming of Home Town LTC.

A govt. servant who is entitled for all india ltc once in a block year of 4 year and Home Town and Head Quarter is same city can avail ltc to sreenagar by air in place of any where in india

My home town is Delhi and I work in Central Govt office in Delhi. As per GOI orders dated June 2010, all central govtemployees can visit J&K by air by conversion of their home town ltc. Can I avail this facility as I am not entitled for Home town LTC being place of posting same as that of HOMe Town. Else I can avail all india ltc as per current orders to visit J&K by air

sir,
it is brought to ur kind attention that i am a civilian central govt.supervisory staff of Indian Navy & presently working at mumbai,getting grade pay of Rs.4600. My question is that can i avail the mumbai-srinagar-mubai air fare through LTC-80 scheme during the 2010-2012 hometown LTC claim.
please clarify my doubts regarding this matter at the earliest to buy my air tickets from air india through LTC-80 scheme.

I am working in a school.Planning to go to Jammu & Kashmir by air by availing home town conversion LTC.Can I purchase air tickets from an agent other than Balmer Laurie & Ashok Travels.Will I be reimbursed the fare spent? Is it mandatory for all to purchase air tickets from two above mentioned agents.

Please tell me where can I get the DOPT OM No.31011/8/2010-Estt.(A) dated 18th January 2012. This OM contains clarification regarding visit to J&K on all India LTC scheme. This OM is not available in DOPT site.

please furnish latest ltc80 fare list from delhi to srinagar & back. kindly give authentic reference for verifcation by the office. it is seen some times other airlines except air india is offering additional package. what is its impact on reimbursement of claim.

I presume that those who are entitled to travel by air, they can travel by any airlines from their place of posting to J&K. Friends, pl confirm. ii and iv of the OM, I feel speaks this.
